Robert J. Master, MD
Chief Executive Officer
Robert J. Master is the President and CEO of Commonwealth Care Alliance, a nonprofit prepaid Medicare and Medicaid financed care system caring for thousands of Medicaid and Dual eligible elders and younger individuals with disabilities through multidisciplinary primary care teams in 25 primary care sites in Massachusetts' low income communities.
Dr. Master is also a practicing physician, board-certified in Internal Medicine, with over 30 years of experience in the clinical management of patients with advanced chronic illness and disability. In 2009, Dr. Master was recognized by the National Committee for Quality Assurance (NCQA) with a National Health Quality Award for his leadership in improving the quality of care for vulnerable populations.
Prior to his role at Commonwealth Care Alliance, Dr. Master served as the Medical Director of the Massachusetts Medicaid program in the Dukakis administration where he was responsible for all programs, policies, and external relations of the Medicaid Program, as well as directing a staff of 300 people.
Until 1985, Dr. Master was the first physician and medical director at the Upham's Corner Health Center, and founder of the Urban Medical Group in Boston, where new approaches to nursing home and home medical care using nurse practitioners were defined; approaches that transferred hospital level services to the home and the community.
Lois Simon, MPH
President
Lois Simon is one of the principal founders of Commonwealth Care Alliance. As a member of the executive leadership team, she is responsible for overseeing the planning and development functions as well as program operations at Commonwealth Care Alliance.
Previous to Commonwealth Care Alliance, Lois served as Vice President for Care Delivery Systems at Neighborhood Health Plan (NHP), where she was responsible for designing, developing and managing the operations of the Plan’s clinical programs. As a member of the Executive Staff, Lois worked in conjunction with the medical leadership of the plan to design and develop new and innovative care delivery models for plan members with chronic health care needs.
Lois has over twenty years of experience in clinical program development, government service and management. She joined Neighborhood Health Plan from her position as Chief Operating Officer at the East Boston Neighborhood Health Center where she oversaw the management of the home care and Program for All-inclusive Care for the Elderly (PACE) program, a nationally recognized model for optimal care to frail elders, among her responsibilities. Prior to her work at the Health Center, Lois served as the General Manager and Regional Vice President of Mentor, a rapidly expanding national company providing residential and support services to the developmentally disabled, survivors of traumatic brain injury and children with special health care needs. In her role with this national private, for-profit, human services company, Lois was responsible for program and business operations and development in eleven states comprising seventy percent of Mentor’s national presence at that time.
Lois also served for thirteen years in a variety of state government roles throughout the 1980s until 1993, most notably as the Director of Long Term Care for the state Medicaid program and as the Assistant Secretary of the Executive office of Elder Affairs.
Lois received her Masters degree in Public Health with a concentration in Health Systems from the Boston University School of Public Health. Lois holds an appointment at the Boston University School of Public Health as Adjunct Clinical Associate Professor, has served on several boards of local and statewide community agencies and has provided consultancy services to a variety of organizations both locally and nationally.

Lisa M. Fleming
General Counsel and Senior Vice President for Regulatory Affairs
Lisa M. Fleming is a partner at Sunstein concentrating her practice in intellectual property and business litigation, employment law and benefits, and health law. Lisa's practice focuses on litigation and counsel in patent, trademark, trade secret, and copyright infringement matters.
Lisa has represented a wide range of businesses from individual entrepreneurs and small start-up technology companies to national technology and financial companies in complex intellectual property litigation matters. Her cases have included trademark infringement claims against an international retailer and a national financial services company and claims of patent infringement and misappropriation of trade secrets brought on behalf of a national technology company.
She counsels a broad range of clients with regard to employment and health law compliance. In those fields, Lisa's matters have included successful litigation of non-compete and non-solicitation clauses in employment contracts, negotiation of severance arrangements for key executives, and negotiation of complex workers' compensation matters.
Prior to joining Sunstein, Lisa held the position of Deputy General Counsel of BlueCross BlueShield of Massachusetts.
Lisa is admitted to the Massachusetts Bar, and to the Bars of the U.S. Court of Appeals for the First Circuit and the U.S. District Court for the District of Massachusetts.
Lawrence Gottlieb, MD, MPP
Senior Vice President for Medical Affairs and Chief Quality Officer
Larry Gottlieb is a board-certified internal medicine physician with 25 years of experience in health care quality management and improvement with numerous publications on quality in the medical and health policy literature. He has held several senior leadership positions in managed care and clinical information systems development and has been widely recognized for strategic thinking and effective leadership among healthcare industry executives. Larry has also been a leader in the launching and ongoing success of several healthcare collaborative efforts designed to improve care for patients and simplify processes for providers and has numerous publications
Immediately prior to joining Commonwealth Care Alliance, Larry served as Vice President and Senior Medical Director at Health Dialog, a Boston-based international wellness and chronic care support organization.
From 2000 to 2007, Larry served as Senior Vice President and Chief Medical Officer of two early stage care management information technology companies using internet technology and home monitoring technology to support improved care for patients with chronic diseases.
From 1987 to 2000, Larry served as a Medical Director at Harvard Community Health Plan and Harvard Pilgrim Health Care in a variety of leadership positions focused on improving the quality of care delivered to the Health Plan's members. During that time, Larry led multiple successful NCQA accreditation efforts, oversaw the development of highly successful preventive care and chronic disease management programs, and developed and implemented the first comprehensive managed care evidence-based clinical practice guidelines program in the United States, achieving international recognition.
Larry also played a leadership role in the launching of several Massachusetts healthcare collaboratives, including the Massachusetts Healthcare Quality Partnership, the Alliance for Health Care Improvement, the New England Region Public Health Managed Care Collaborative, and the Massachusetts eHealth Collaborative. He has served on the Board of Directors of several other healthcare organizations, including Health New England, Network Health, and MassPRO.
Larry obtained his undergraduate degree in engineering and his medical degree from Tufts University and a Master of Public Policy degree from Harvard's Kennedy School of Government. He completed a residency in internal medicine at Tufts New England Medical Center and was a Robert Wood Johnson Clinical Scholar at Stanford University.
Jeff Lett
Chief Information Officer
Jefferson Lett joined Commonwealth Care Alliance in April 2011 with over 25 years of combined executive IT experience in healthcare, higher education, financial services, and the military.
Besides operating his own independent healthcare services consultancy, DNA Associates LLC, Jeff most recently served as Regional Vice President at ACS Healthcare Solutions, working within nationally recognized healthcare networks to strategically integrate the operation of information systems and outsourcing services for the company's largest healthcare provider accounts. Prior to ACS, Jeff was Associate Chief Information Officer at UMass Memorial Healthcare where he led the single largest department within the organization's Office of the CIO (OCIO) and was responsible for in-house and outsourced delivery of all IT operations for all five hospitals within the UMass Memorial enterprise.
Before moving to New England in 2006, Jeff was the Chief Information Officer at the Texas A&M Health Science Center responsible for all information technology efforts for a multi-entity statewide organization providing health education, outreach, and research across the entire State of Texas.
Prior to entering the civilian workforce, Jeff served 11 years in the U.S. Navy as an F-14A Naval Flight Officer at NAS Miramar in San Diego, CA. He flew in combat and support missions in Desert Storm/Desert Shield, Somalia, Iran-Iraq War and several other large military operations. Jeff was medically retired from active duty in October 1994 and is the recipient of numerous military awards for organizational and individual accomplishment.
Jeff received a Bachelor of Systems Engineering from the U.S. Naval Academy, Annapolis, MD (1983); a Master of Aeronautical Engineering; and an Engineer's Degree in Aeronautics and Astronautics from the Naval Postgraduate School, Monterey, CA (1991).
